The Winona County Infant Mental Health Committee is an interagency group of professionals that began meeting in 2006. This group supports the training and education of professionals to better address the needs of young children with early mental health concerns and their families.
Committee members include: WAPS Early Childhood Special Education, Head Start/Early Head Start, Family and Children’s Center, Catholic Charities, WAPS Early Childhood Family Education, Winona Health, Home and Community Options, Hiawatha Valley Mental Health Center, and Winona County Community Services.

Goals of services: To assist parents with making the best plan for them and their child’s future. Provide pregnancy counseling and support, educate on parenting and connect parents with community resources. Assist with financial needs. Help potential adoptive couples become homestudy approved to adopt.
Reasons for referral: Parent(s) who need support during pregnancy/first year of life, needs assistance putting a parenting plan in place, making an adoption plan. Financial assistance if pregnant or has a child under 12 months of age. Couples who are desiring to adopt must be experiencing infertility (can be secondary), or a medical reason to not have biological childrem.

Goals of services: A process that helps youth with mental health/behavioral challenges and their families. The Wraparound Care Coordinators partner with the youth and their family to develop a team of formal and informal supports to create an individualized plan to determine their needs and goals.
Reasons for referral: Youth suffering from significant mental health/behavioral challenges, are at risk of entering out of home placement, OR are returning home from an out of home placement. Youth are required to have 2 past interventions (therapy, day treatment, etc.) that have been tried and were unsuccessful to be considered eligible for Wraparound.

Goals of services: To assure the teens have access to support all identified needs, experience a healthy pregnancy, healthy baby, a good attachment and to graduate school.
Reasons for referral: Provide wrap around services for teens by connecting them with a social worker, a Medical Assistance maternal child health nurse and a parent educator. Assist with connecting to local resources and county benefits.

Goals of services: To provide healthy nutritional education and supplemental foods to families in our community.
Reasons for referral: Breastfeeding support. Questions about nutrition and healthy foods.

Population served: Women prenatally or postpartum. Families that are parenting children from birth-5 yrs. Infant/children with special health needs.
Goals of services: Comprehensive care and support to children and families in the community that improves pregnancy outcomes and promotes healthy parent-child relationships, child development, and emotional wellbeing.
Reasons for referral: Concerns with an infant or child’s growth and development. Support with parenting skills. Connecting to community resources. Prenatal/postpartum education. Breastfeeding support. Pregnancy prevention.
Specialty:
Payment/billing: Maternal Child Health services may be covered by private insurance, Medical Assistance, or grant funds. Fees may also be based on the individual’s ability to pay.

Population served: Immunization Clinic: Serves adults and children who are underinsured and individuals with no health insurance. Child Passenger Safety: Individual instruction on correct use and installation of child passenger safety restraints (by appointment), Car seat distribution program, and Training to child and foster care providers
Goals of services: Prevent chronic illness, infectious diseases and unintentional injury.
Reasons for referral: Immunization clinic for individuals with no health insurance or underinsured, Mantoux skin testing, tuberculosis follow up. Lice education. For a referral for child passenger safety: parents or foster parents of children who require a child restraint and require further education on the restraint and parents in need of a child restraint who are a Winona County resident and have met low income guidelines.
